Bernardo Teles Fazendeiro is a researcher at the Centre for Social Studies and an assistant professor in International Relations (IR) at the Faculdade de Economia of the University of Coimbra. He was a lecturer at the University of St Andrews, where he obtained his doctorate, and at the Central European University. His research interests encompass IR theory, armed conflict, the former Soviet space, particularly former Soviet Central Asia.

The unconscious dimension of international security (2018) and has published on critical security theories and the use of drones in counter-terrorism. Currently, she has been working on new security challenges related to the use of technology, such as space politics and cybersecurity.

Pedro Seabra is a Researcher at the Center for International Studies, University Institute of Lisbon (CEI-Iscte) and a Guest Assistant Professor at Iscte-IUL. He holds a PhD in Political Science, with a specialization in International Relations from the Institute of Social Sciences, University of Lisbon (ICS, ULisboa), a Masters in Political Science and International Relations, with specialization in International Relations by the School of Social and Human Sciences, New University of Lisbon (FCSH-UNL), and a Law degree by the Law School of the University of Porto (FDUP). Previously, he was a Researcher at the National Defence Institute (IDN), a Nuclear Security Fellow at the School of International Relations-Getúlio Vargas Foundation (FGV), a SUSI Fellow of the US State Department and a Leibniz-DAAD Research Fellow of the German Institute for Global and Area Studies (GIGA). In 2022 he was selected as a Paris Young Defence Leader by the Institut de Recherche Stratégique de l’Ecole Militaire (IRSEM) and as Marshall Memorial Fellow by the German Marshall Fund of the US (GMF). In 2019 he was a Visiting Professor at the Institute of International Relations-University of Brasília, Brazil (IREL-UnB) and at Universitas Islam Indonesia (UII). Between 2013 and 2016, he was a Visiting Researcher at IREL-UnB, at the Centre for the Study of Governance Innovation, University of Pretoria, South Africa (GovInn-UP) and at ICS, ULisboa. Previously he also worked as a Researcher at the Portuguese Institute of International Relations and Security (IPRIS). His main research interests focus on International Relations, International Security, regional security governance, South Atlantic geopolitics and security-capacity building in Africa.

Cátia Miriam Costa is a researcher at the Centre for International Studies (CEI-IUL) and an Invited Assistant Professor at ISCTE – University Institute of Lisbon. Her research focuses on ocean governance and globalisation, international communication, the various forms of diplomacy, innovation and soft power, and China as a globalisation actor. She was assistant to the Secretary of State for Internationalization, Ministry of Foreign Affairs, in the XXII Constitutional Government, until April 2022.

Danilo Marcondes is an Assistant Professor at the Brazilian War College (Escola Superior de Guerra-ESG) in Rio de Janeiro, where he coordinates the Defense Diplomacy Studies Center (Núcleo de Estudos de Diplomacia de Defesa-NEDD). He holds a PhD in Politics and International Studies from the University of Cambridge where he held a CAPES/Cambridge Trust Scholarship (2012-2016). Danilo was a Junior Visiting Fellow at the Graduate Institute of International and Development Studies in Geneva (IHEID) (2015-2016) and a Postdoctoral Fellow at the Pontifical Catholic University of Rio de Janeiro (PUC-Rio) (2017). Danilo worked as an International Relations Analyst for AMAZUL Defense Technologies (2017-2018) and as a Lecturer at the Institute of International Relations at PUC-Rio (2010-2012). Danilo has published articles and book chapters on Brazilian foreign and defence policy, South-South Cooperation, Brazil-Africa relations and the South Atlantic space.

Layla Dawood holds a BA and MA in International Relations from the Pontifical Catholic University of Minas Gerais, a BA in Law from the Federal University of Minas Gerais, and a PhD in International Relations from the Pontifical Catholic University of Rio de Janeiro. She is currently a professor at the University of the State of Rio de Janeiro. Her research interests include international-relations theory and international security, with a focus on the balance of power, nuclear policy, and non-proliferation.

Marcelo M. Valença is an Assistant Professor at the Graduate Program in Maritime Studies at the Naval War College (Escola de Guerra Naval, EGN). He holds a Doctorate degree in International Relations (2010) and a J.D. (2004) from the Pontifical Catholic University of Rio de Janeiro (PUC-Rio). His research explores the convergence between international law and politics in themes related to critical security studies, Brazilian foreign policy, regional security, and critical military studies. He is also interested on active teaching and learning strategies in international affairs.

Irene Viparelli is an Assistant Professor at the University of Évora, Department of Economics, Escola de Ciências Sociais (Portugal), an Integrated Member of the Research Centre CICP (Centre of Political Science) and a PhD Collaborator of the Research Centre PRAXIS (University of Beira Interior). She is an Editor of Perspectivas – Journal of Political Science. She has a PhD in Ethics and Political and Legal Philosophy from the University of Salerno and is a Specialist on Political Theory, Political Science and Political Philosophy. Between 2010 and 2017, she developed a post-doctoral project in Political Science, founded by the FCT. She holds a PhD in Political Science from the University of Twente and a post-doctorate in International Relations from the University of Groningen (The Netherlands). She has a Master degree in Strategy from the Instituto Superior de Ciências Sociais e Políticas, Universidade Técnica de Lisboa and a degree in History from the Faculty of Arts of Lisbon. She is a researcher at the External Relations Observatory of the Universidade Autónoma de Lisboa.
She was Deputy Director of the National Defense Institute between September 2006 and September 2008.
Between 2002-2005 she was a research fellow of the Foundation for Science and Technology with the research project “Multilevel Role Prescriptions – Portugal, NATO and the Common Foreign Security Policy” leading to her PhD and between 2008-2011 with the project “Operationalization and Implementation of Common Security and Defense Policy CSDP) – Connecting Competences and Power” in a post-doctoral framework. She was a research fellow at the Department of International Relations and International Organization of the University of Groningen (The Netherlands) between 2009 and 2011. Between 1999-2001 she was a NATO fellow, under the NATO-EAPC Individual Fellowship, with the research project “The Transatlantic Link and the European Defense and Security Identity in the Mediterranean Context”.
In 1994, she received the National Defense Prize for the best research work (master thesis) on the title “Outlining a Portuguese Diplomatic Strategy – Portugal in the Second World War”.

Since 2011, she has been Head of the Center for Studies and Research (CEI) of the National Defense Institute and advisor to that same institute, with areas of expertise in European foreign, security and defense, foreign policy of small states and theories of International Relations.
She represents the National Defense Institute at the Executive Academic Committee and is the director of the Course “Civilian Aspects of Crisis Management” within the framework of the European College of Security and Defense.
At the National Defense Institute, she has been directing the National Defense Course since 2012.
Between November 1996 and September 2006, she served as Head of Division of the Research Department of the National Defense Institute.
Between 1991 and 1996, she worked at the Department of International Relations – Division of Multilateral Relations, of the General Directorate of National Defense Policy, Ministry of Defence.
In 1989, she joined the Ministry of Defense where she worked as an advisor for international relations at the Secretary of State for National Defense Cabinet of the XI Constitutional Government.
Her latest publications include (2021) “European Union: Strategic Compass”; (2021) “Prospects for Euro-Atlantic cooperation”; (2018) “European Defense Cooperation”; (2017) “The British Referendum and European Security and Defense” (2017) “Comprehensive Approach in Crisis management: A literature review” and (2016) “International regimes as an analytical tool”.
On December 18, 2018, she received the 1st class National Defense Medal awarded by the Minister of Defense.

Licínia Simão, PhD in International Relations, has been an advisor to the Portuguese Minister of Defence since 2018, and, since august 2021 is the Coordinator of the Atlantic Centre. She is an assistant professor at the School of Economics, University of Coimbra, teaching in International Relations, and researcher at the Centre for Social Studies. She has several academic publications in national and international editors as well as indexed journals. She is also an auditor to the National Defence Course and is member of the reflection group on the Atlantic at the National Defence Institute. She has also been nominated as a member of the redactorial commission to the Portuguese National Defence Strategic Concept

Helena Carreiras, PhD in Political and Social Science from the European University Institute in Florence, is the Portuguese Minister of National Defence since March 2022. She is Associate Professor with tenure at ISCTE – Lisbon University Institute (ISCTE-IUL) and researcher for the Centre for Research and Studies in Sociology (CIES-IUL). From 2010 to 2012 she was deputy director of the National Defence Institute and from 2016 to 2019 she headed the ISCTE-IUL School of Sociology and Public Policy. She was also deputy director of the CIES – Sociology Research and Studies Centre (2015) and the IPPS – Institute for Public and Social Policy (2018/2019). She was the Director of the National Defence Institute from 2019 to 2022. She is the author or organiser of 14 books, 48 chapters in books and 27 articles in specialist reviews.

Nuno Lemos Pires, Army Brigadier General, PhD, (https://academiamilitar.academia.edu/NunoPires was born in Lisbon, Portugal.
Finished the Military Academy (AM) in 1988 and has over 30 years of service in command and direction, instruction and teaching functions.
Throughout his career he integrated various institutions, national and international, having participated in several missions abroad, in Mozambique, Angola, Pakistan and Afghanistan. Between 1988 and 1998 he carried out functions of instruction and command at the Infantry Practical School. During this period, he also undertook a mission within the scope of Technical-Military Cooperation in Mozambique. Between 1998 and 2002, after concluding the General Staff Course, he was a lecturer in the areas of Strategy and Military History at the Institute for Advanced Military Studies in Lisbon. Between 2002 and 2005 he headed the Intel Branch, the All-source Cell and Intel Targeting, at NATO Rapid Deployable Corps, in Valencia, Spain. Between 2005 and 2007 he was Chief of Staff to the Commanding Admiral at NATO Joint Command Lisbon, after which he took charge of the 2nd Mechanized Infantry Battalion at the Mechanized Brigade in Santa Margarida, between 2007 and 2010. Once his command action ended, he began his duties as Professor of Military History and International Relations at the Military Academy in Lisbon, followed by the post of Director of Training at the School of Arms in Mafra. Between 2014 and 2019 he commanded the Student Corps and the Amadora Unit at the Military Academy, accumulating with the position of Professor of History, Defence, International Relations and Military Sciences. In 2019 he performed the functions of Deputy General Director of National Defence Policy in the Ministry of National Defence and Coordinator of the Atlantic Centre. From September 2021 to September 2022 he was the first Mission Force Commander of the European Union Training Mission in Mozambique. After the end of his command in Mozambique, he was appointed Deputy Commander of the Portuguese Military Academy, position he currently holds.
In addition to his military career, BGEN Lemos Pires has a vast academic career, with a PhD in History, Defence and International Relations from ISCTE-IUL (with Military Academy), a Master’s Degree in Military Sciences from Military Academy, a Post-Graduate Degree in Military History from Lusíada University and a Bachelor’s Degree in Human Resources Management from ISMAG. He is a frequent collaborator in several Universities and Institutes, both national and international, and a regular guest in colloquiums and conferences on his themes of interest.
He has published 11 books and more than 120 chapters or articles in books and various publications on subjects related to Military History, International Relations, Security and Defence, Strategy and Terrorism.
Throughout his military and academic career Brigadier Lemos Pires has been awarded several commendations, decorations and prizes, including four Distinguished Service Medals (Gold and Silver), CSDP EUTM-MOZ Medal for Extraordinary Meritorious Service and the National Defence Prize 2014 for his work: “Wellington, Spínola and Petraeus: The Holistic Command of War”.

Frank Mattheis is a Research Fellow at the United Nations University Institute on Comparative Regional Integration Studies (UNU-CRIS), where he coordinates a research cluster on regional governance. His work deals with the dynamics of regional integration in Africa, Europe, and Latin America, as well as with the interactions between supranational institutions. Previously, he held academic positions at the Leipzig University, the University of Pretoria, the Université libre de Bruxelles, and the University of Freiburg. He received his doctoral degree from Leipzig University and regularly provides advice to multilateral and regional organizations. In 2021, he received the FLAD Atlantic Security Award, created by the Atlantic Centre, the National Defence Institute, and the Luso-American Development Foundation.

Susana Ferreira holds a PhD in International Relations and International Security by the NOVA University of Lisbon and the UNED (Spain), having received the UNED Extraordinary Doctoral Award for her thesis. She is a Lecturer of International Relations at the Complutense University of Madrid. She has lectured at the António de Nebrija University. She was a Visiting Scholar at the Institute for the Study of International Migration (University of Georgetown), and at the Instituto Universitario General Gutiérrez Mellado, with whom she maintains a close collaboration. She is an associate researcher at the Portuguese Institute of International Relations (IPRI-NOVA); the Institute of National Defense (IDN-Portugal); and, the Center for Security and Defence Research at the Military University Institute (CIDIUM). Her research areas cover international migration, border management, security studies, European policies, and the Mediterranean, in which she has several national and international high-standard publications. She is the author of “Human Security and Migration in Europe’s Southern Borders” by Palgrave Macmillan publishing house (2019) and has another monographic volume with her PhD directors published by the Instituto Universitário General Gutiérrez Mellado (2015). She has participated as editor and co-editor of several volumes, from which stands the Routledge Handbook of Maritime Security (2022). She has been granted the FLAD Atlantic Security Award, in its first edition in 2022.

António Gonçalves Alexandre is Portuguese Navy Captain, in reserve. He has taken part in numerous military operations, namely Sharp Vigilance and Sharp Guard, embargoes against former Yugoslavia, in the Adriatic Sea, in 1992 and 1996, respectively, and Active Endeavour, in 2002, in the Central and Eastern Mediterranean, against maritime terrorism.
He commanded the frigate “Corte-Real” between 2008 and 2010, and in 2009 participated in operation Allied Protector, against maritime piracy in the Western Indian Ocean.
Between 2014 and 2015 he was commander of the Portuguese Naval Force.
From 2017 to 2020 he was a lecturer at the Military University Institute.
He holds a PhD in International Relations from FCSH-NOVA and is an associate researcher at the Research and Development Centre of the Military University Institute.
He has published chapters in books and articles in scientific journals, mainly related to maritime security and geopolitics of maritime spaces.

Rachid El Houdaïgui is a Senior Fellow at the Policy Center for the New South and a professor of International Relations at Abdelmalek Essaadi University, Tangier’s Law Faculty, who focuses on international relations, geopolitics, Mediterranean region, North Africa and the Arab world. He is also professor at Royal College of Advanced Military Studies (Kenitra) and visiting professor at Cergy-Pontoise University (Paris), Cadix University (Spain) and at La Sagesse University (Beirut, Lebanon). EL Houdaïgui is the author of numerous books and articles dealing with international relations and geopolitics: the Mediterranean, North Africa and the Arab world. Also, he is co-director of the Moroccan-Spanish review “Peace and International Security” and in charge of the Observatory of Mediterranean Studies (Abdelmalek Essaadi University).

Ángeles Jiménez García-Carriazo is a Lecturer at the IMO International Maritime Law Institute, Malta. Sarra Sefrioui is a professor of public international law at Abdel Malek Essaâdi University in Tangier. She is the Moroccan representative in the network of experts on maritime safety and security MARSAFENET (COST Action IS 1105). Prof. Sefrioui has worked at the International Court of Justice in The Hague (Netherlands), at the International Tribunal for the Law of the Sea in Hamburg (Germany) and in an international law firm in Paris (France). Having done her doctoral thesis at Paris XI on “Islands in Maritime Delimitation”, Pr. Sefrioui is a graduate of the Yeosu Academy for Oceans Law (South Korea), the Rhodes Academy for Oceans Law and Policy (Greece) and the International Foundation for the Law of the Sea Academy (Germany). She is the author of several articles on maritime delimitation and marine environmental protection.

Holds a PhD in Political Science and International Relations (Sciences Po Paris), with multifaceted experience inside and outside UMinho and Portugal.
Within the academic world, the course has resulted in recognitions, such as the Jacques Delors prize in 2005, election to the governing bodies of the Portuguese Political Science Association (APCP) and invitations to universities in Belgium, Slovenia, Estonia, Finland, Poland, Turkey and Russia.
In addition to academia, there have been collaborations with the Ministry of Foreign Affairs in Portugal and several other countries, with the Ministry of National Defence and invitations to act as a dialogue facilitator. Also noteworthy are the interviews with national and foreign media with the sharing of expert opinion on international policy issues, namely the European Union, Russia and Multilateralism.
The commitment to the valorisation of executive knowledge through the investment in teaching at UMinhoExec is seen in the active participation in the curricular offer, as well as the creation of specialised courses. Of note is the creation of the Diplomatic Career Admission Course – CICAD – UMinhoExec, the assiduous presence in the Public Management Training Programme – FORGEP, as well as the creation of the Protocol Training Programme.

He is a lecturer and researcher at the Military University Institute. He is a retired Colonel in the Portuguese Army. He has a Doctorate and a Master’s degree in International Relations from the Lusíada University and a degree in Military Sciences from the Military Academy. Among the main academic functions performed stands out teaching at the Lusíada University, in the last ten years, in the graduation and master’s degree of International Relations, in the degree in Security Policies and in the master’s degree in Security and Justice, of curricular units such as Euro-Atlantic Space, Introduction to International Relations, Security and Defence Policy, Sociology of International Relations, Theory of International Relations, Strategic Information, Technological Security Systems and Political Communication, among others. At the University of Warwick he was foundation Director of the UK Economic and Social Research Council Centre for the Study of Globalisation and Regionalisation and Pro-Vice Chancellor for Research. He has been Professor of Government at the University of Manchester.

Prof. Dr. Robert Sutter is one of the world’s leading experts on East Asia and US-China relations. A Ph.D. graduate in History and East Asian Languages from Harvard University, he is Professor of Practice of International Affairs at the Elliott School of George Washington University. His earlier fulltime position was Professor of Asian Studies at Georgetown University for ten years (2001-2011).
Prof. Sutter’s government career for more than thirty years saw service as senior specialist and director of the Foreign Affairs and National Defense Division of the Congressional Research Service, the National Intelligence Officer for East Asia and the Pacific at the US Government’s National Intelligence Council, the China division director at the Department of State’s Bureau of Intelligence and Research and professional staff member of the Senate Foreign Relations Committee.

Aldino Santos de Campos holds a degree in Naval Military Sciences (Naval School – 1992) and specialized in hydrography (Hydrographic Institute – 1996). He holds a master’s degree in Geodesy and Geomatics Engineering (University of New Brunswick, Canada, 2001) and the Naval General Course of War (Instituto Superior Naval de Guerra – 2004). He also holds a PhD in Territory Engineering (Instituto Superior Técnico – 2009) and a PhD in International Relations (Faculty of Social and Human Sciences, Universidade Nova de Lisboa – 2021).
He is a researcher at the Research Center of the Institute of Political Sciences of the Portuguese Catholic University in the Line of Research in Sea Affairs (LIAM) in the area of global ocean governance.
Throughout his career he has conducted several hydrographic and geodesic missions in the continent and autonomous regions, as well as the duties of spatial data analyst with special focus in bathymetric data management, accumulating with teaching activity in the School of Hydrography and Oceanography and Naval School. He was a guest professor of hydrography and geographic information systems at FCUL. Since 2004, he was coordinator in the area of geomatics in the Mission Structure for Platform Extension (EMEPC), having been responsible for the mission structure between 2013 and 2016.
In June 2017 he was elected to the Assembly of States Parties of the United Nations Convention on the Law of the Sea for the position of member of the Continental Shelf Limits Commission (United Nations) for the 2017-2023 term, being reelected for the term 2023–2028 in the same Commission.

He Joined Cameroon navy in 1991 through the France naval academy from where he graduated in 1993.Upon completion of this training, he returned home and embarked on board Cameroon Navy Ship Bakassi. He served aboard as navigator, chief engineer, and later Executive officer. Meanwhile, he attended the French navy engineering school in France in 1995 and the International Maritime Officers’ course (IMOC) in Yorktown, Virginia, USA in 1999.In 2002, he fled to France to attend the French Engineering School (ENSTA) in Brest and was trained as a naval architect. In 2006 he started working as staff officer within the Navy Surface Forces Headquarters in Douala. In 2007, he was appointed Head of the state action at sea office. Additionally, in 2011, he was appointed operations officer and Head of the Douala Maritime Operations Center (MOC). In 2013, he acted as Technical Inspector within the Navy Headquarters. In 2014, he was selected as staff of the inter-regional working group in charge of elaborating Inter-regional Coordination Center (ICC) basic documents. After ICC inauguration in September 2014, he served as staff of the ICC launching team in charge of finalizing ICC basic documents. At the end of the launching period in November 2015, he was appointed ICC coordinator prior to the operationalization of ICC in February 2017.Since then, he has been serving as Head of Information management and communication Division at ICC. Since February 2020, he has been the acting Head of division in charge of training and practice. As the GoGIN project is developing a software called YARIS for maritime information sharing among the centers of the Yaoundé architecture, Captain Bell Bell has been selected as a trainer. After having attended several trainings on that software, he is now among trainers who are training operators in the various countries of the Gulf of Guinea. In 2021, he was designated as Co-chair of the newly created Gulf of Guinea Maritime Collaboration Forum (GoG-MCF/SHADE) initiated by ICC and NIMASA to fight against piracy in the GoG.

Lawrence Dogli is the Programs Coordinator for the Gulf of Guinea Maritime Institute (GoGMI). Lawrence’s work in GoGMI focuses on maritime security cooperation in the Gulf of Guinea, stakeholder engagements and partnerships, blue economy advocacy, and policy foresight. Lawrence is driven by a desire to understand the long-term benefits of strategic maritime safety and security analysis, as well as the economic and political dynamics, and his experience and interests, are at the intersection of maritime policy and socio-economic development.
Lawrence helped establish the Expert Level Discussion Group of the International Maritime Organization for the Gulf of Guinea region, where he coordinated expert dialogues on vital aspects of sustainability of the Yaoundé Code of Conduct Architecture (YCoC), and the development of recommendations to the Heads of States of the YCoC member states. “Sustainability” in the context of the dialogues referred to the ability of the Yaoundé Code of Conduct to be self-supported and maintained to continually achieve its primary purpose of fostering cooperation among signatory countries to combat transnational organized crime in the Gulf of Guinea maritime domain.
Previously, Lawrence was the Executive Assistant for GoGMI. Lawrence holds a BSc in Ports and Shipping Administration from the Regional Maritime University.

Gilles Chehab joined the GoGIN+ project in 2021, which supports the use of the YARIS platform among AY stakeholders and member states.
He left the French Navy in 2021. His last responsibilities were to be Head of the Maritime Information, Cooperation and Awareness Centre and Co-Director of the FR/UK Maritime Domain Awareness for Trade-Gulf of Guinea since 2018.
Prior to that, he held numerous responsibilities as Course Director, training officer, Executive Officer and Ship’s Commanding officer

Professor at Portucalense University
André Pereira Matos is the Coordinator of the BA in International Relations and the MA in International Relations and Diplomacy at Portucalense University, in Porto, Portugal. André Matos works as a Professor at the Law Department of same institution, as well as at Minho University, teaching International Relations Theory, Political Science, International Responsibility and others. André Matos is also the Coordinator of the Research Group “Democracy and Governance for the 21st century” of the FCT-funded Portucalense Institute for Legal Research. André Matos has previously worked as an international consultant at SPI – Sociedade Portuguesa de Inovação, at which he has been involved in FP7 projects and Horizon2020 proposals in several fields. André Matos concluded his PhD in International Relations with the thesis “A Constructivist Perspective on EU’s Democracy Promotion in Turkey”. Additionally, André Matos has published in national and international IR journals and participated in several conferences worldwide. He has also taught some individual lectures ate different national universities on IR, Turkey and EU studies. His academic interests range from the Middle East, Turkey and democratisation processes to the European studies, identity issues and IR theories. He has been awarded with several prizes and scholarships.

Roundtable: Is the Atlantic still secure?

Over the last decades, the Pacific, the Artic, and the Indian Oceans have traditionally been at the top of geopolitical, security and strategic deliberations. The Atlantic, on the other hand, has tended to be side-lined, partly due to the perception of it being an essentially secure space. However, can the Atlantic still be considered secure, not least because of the ongoing war in Ukraine? Moreover, to what extent has it always been secure, and if so, what would a more secure Atlantic look like?
This roundtable addresses the different security challenges and geopolitical representations of the Atlantic in that evolving context.

That trend is slowly being reversed and renewed attention is being given to the important dynamics impacting the Atlantic Ocean and the many communities it hosts. The South-North Axis: Portuguese bridging capacity in the Atlantic

The seminar analyses the role of Portugal in the context of the global dimension of NATO. It is assumed that the defence of the North Atlantic is done on a global scale, with particular incidence on the territorial continuity with the South Atlantic. Portugal may favour the North-South connection and bring a greater involvement of the South Atlantic in NATO. Some highlights include, for instance, the relevance of Macronesia in these dynamics and the fact that the first NATO out-of-area exercise took place in Cape Verde in 2006.

Interventionism in the Gulf of Guinea: The Case of Maritime Security Governance

The Gulf of Guinea is crucial, not only because it is geographically cardinal to maritime trade but also because its strategic significance is largely interwoven with the interests of many actors. This implies a multiplicity of interests in enhancing the region’s maritime security, it equally infers the exposure of the region to a more complex set of maritime security threats, as well as a more complex set of responses to these threats. The Gulf is therefore characterised by an intricate nexus of threats and governance challenges that have resulted in varied responses from different levels of actors.
The implications of this proliferation of interventions are two-fold. First, it heightens tensions between Atlantic and non-Atlantic powers in the region and, as a matter of consequence, deepens the need for partnerships and collaborations across a broad range of stakeholders. Second, it results in informality and experimentation in governance approaches towards attaining shared goals within the region.
Whether such an evolution will be beneficial to advancing the multiplex of interests in the region, however, is dependent on a contextual analysis of the power and influence wielded by competing actors and powers in the region, as well as how actor discourses and practices will continue to shape the region’s maritime security architecture.

A plethora of challenges put our understanding of democracy and human rights into question and at the heart of the academic and political discussion, whereas far-right forces, who depend on division for political success, have also seized on an “era of crises. These trends question the relevance and future political path of the Atlantic as a political block. This roundtable unites scholars on politics, international relations, and human rights, and pleads for a reflective approach on the current political paradigm in International Relations. Scholars will have the opportunity to present a variety of conceptions, having the Atlantic as the main unit of analysis.
