Roundtable: Is the Atlantic still secure?

Over the last decades, the Pacific, the Artic, and the Indian Oceans have traditionally been at the top of geopolitical, security and strategic deliberations. The Atlantic, on the other hand, has tended to be side-lined, partly due to the perception of it being an essentially secure space. However, can the Atlantic still be considered secure, not least because of the ongoing war in Ukraine? Moreover, to what extent has it always been secure, and if so, what would a more secure Atlantic look like?

This roundtable addresses the different security challenges and geopolitical representations of the Atlantic in that evolving context.

For most of the 21st century, interest in Atlantic dynamics was diminished. That trend is slowly being reversed and renewed attention is being given to the important dynamics impacting the Atlantic Ocean and the many communities it hosts. The South-North Axis: Portuguese bridging capacity in the Atlantic

The seminar analyses the role of Portugal in the context of the global dimension of NATO. It is assumed that the defence of the North Atlantic is done on a global scale, with particular incidence on the territorial continuity with the South Atlantic. Portugal may favour the North-South connection and bring a greater involvement of the South Atlantic in NATO. Some highlights include, for instance, the relevance of Macronesia in these dynamics and the fact that the first NATO out-of-area exercise took place in Cape Verde in 2006.

Interventionism in the Gulf of Guinea: The Case of Maritime Security Governance

The Gulf of Guinea is crucial, not only because it is geographically cardinal to maritime trade but also because its strategic significance is largely interwoven with the interests of many actors. This implies a multiplicity of interests in enhancing the region’s maritime security, it equally infers the exposure of the region to a more complex set of maritime security threats, as well as a more complex set of responses to these threats. The Gulf is therefore characterised by an intricate nexus of threats and governance challenges that have resulted in varied responses from different levels of actors.

The implications of this proliferation of interventions are two-fold. First, it heightens tensions between Atlantic and non-Atlantic powers in the region and, as a matter of consequence, deepens the need for partnerships and collaborations across a broad range of stakeholders. Second, it results in informality and experimentation in governance approaches towards attaining shared goals within the region.

Whether such an evolution will be beneficial to advancing the multiplex of interests in the region, however, is dependent on a contextual analysis of the power and influence wielded by competing actors and powers in the region, as well as how actor discourses and practices will continue to shape the region’s maritime security architecture.

Human rights and democracy as challenges to the Atlantic political bloc

A plethora of challenges put our understanding of democracy and human rights into question and at the heart of the academic and political discussion, whereas far-right forces, who depend on division for political success, have also seized on an “era of crises. These trends question the relevance and future political path of the Atlantic as a political block. This roundtable unites scholars on politics, international relations, and human rights, and pleads for a reflective approach on the current political paradigm in International Relations. Scholars will have the opportunity to present a variety of conceptions, having the Atlantic as the main unit of analysis.
